With a good enough leash on wolves and blue (lets say Xerath Q on wolves, hard leash on Blue from top lane), you can even start with Q, but it won't change much for you."

"His E gives more damage is basically what it boils down to. Yes, his W can help you clear camps better, but at level 3 of his W, you can clear easily. Putting any more points in W saps your health, and lowers the potential damage you have during a gank.
