"By the way, in case you don't know, skills like Ezreal's Mystic Shot that proc on-hit effects do apply Frozen Mallet but do NOT apply Rylai's Crystal Scepter, even though it's a spell.
I can understand if you're asking the question out of concern for, say, a chain slow applied by Q+W."

I do like the anti-shield idea though. The only champ that's got that kind of "increased damage" mechanic is Vlad, and that's an ultimate.
