"the beauty of it is it forces the enemy laner to level for wave clearing to avoid losing CS. IE; forcing Nasus to use his E over Q, Forcing Cho'Gath to use his E to farm for free instead of burning mana spamming W. etc etc.

"Yes. The only reason you need the damn thing is for the stun which doesnt increase in time with ranks. the cooldown is nice to lower, but it is outweighed by maxing both your damage abilities first."

And as for Liandry's it works with his red core burn, as per how it works with any other DoT, but generally Void Staff is better due to Viktor's high base damage and reletively low ratios besides his E."
