Views: 1023 Ivera, the Oracle's Foresight

I know it's op, I just wanted to publish this Idea. Balance suggestions are accepted.
Lore:
Some say justice is blind. In Ionia, a fair judge was gifted with sight beyond anyone's dreams. However, she is not given the task of judgement. Ivera has accepted her duty of foreseeing wrongdoing and misguided punishment.
Born in a modest home to the far north, her parents dedicated their lives to the sea and what little the island provided. Being the yougest of 4, Ivera's life was of a child learning her parents life, so that she could make her own, until the day she envisioned a terrifying march spilling blood with each step. Her screams echoed though the village for days, until the elder decided to take her to Placidium, in search of help. No symptoms of disease and the innefectiveness of potions and medicine required more knowledge than the elder thought. For other several days, doubts arised, making everyone belive she was simply delusional with no return, until
Soraka witnessed her terrified posture. She proposed Ivera could be gifted with the oracle's vision and asked to take and teach her.
After years of learning and acceptance, Ivera fully awakened to her powers foreseeing a young woman, seeking revenge, slaying the Convergence of Elders and spreading tyranny through Ionia.
She took upon her vision and made her persence felt to
Syndra, who now waits eagerly to
to battle this young and insolent challenger.
Abilities:
P - The Oracle's Gift: Upon using an ability, Iveria gains true vision for 5 seconds. Also her health and mana regen are doubled if no allies are within a 800 unit radius.
Q - Oversight: Grants normal vision of a 500 radius area within 1000/1500/2000/2500/3000 unit radius. If a non-stealthed enemy is to be revealed, this grants true vision instead. The area will be marked for the duration.
W - Shift the Scales: Ivera deals 55/78/96/120/145 (+0.7AP) magic damage and steals 20% of the enemies' movemente speed, providing it to her and her allies within 500 unit radius, distributed equally, for 2.5 seconds.
E - Fairness: Passively provides 5/7/9/11/13 Magic Resist to another ally with the fewest maximum HP, within 800 radius. Iveria shields and ally for 60/85/110/135/160 (+0.7 AP) for 5 seconds. The ally, upon landing a basic attack on an enemy champion, steals 5/7/9/11/13 Armor for 1.5 second. Subsequent attacks only refresh this buff and only while the shield persists.
R - Vision of Insight: Ivera extends her vision to 1500 unit radius, brushes included, and gains 15/35/55 movement speed for 7 seconds. If there are allies within 800 units, this also gives a shield of 100/125/150 (+0.25AP) to each ally in range, including Ivera, while her allies gain 10/20/30 movement speed for 2 seconds. This ability benefits from half CDR, maxing at 20%.
Playablility:
There ought to be two rings visible to Ivera's player, marking 800 and 500 units. She is thought out to be a supportive scout, provided with her vision and mobility.
Vision is very valuable so I had to design some obvious downsides (I think), comparing to other supports, while making her solo laning rather bad:
Shift the Scales steals 20% to each enemy. The bonus given to the allies will be the number of enemies hit divided by the number of allies in range, times 20%. Eg1: ability hits 2, 4 allies in range, each ally gains 10% bonus. Eg2: hits 4, only Ivera in range, get 80%.
I have a problem with Fairness, since it can't be simply better than Consecration.

- lack of hard cc.
- expensive abilities with long cd's.
- tone down her ratios.
- a "useless" ability (Q).

obviously, the huge ammounts of damage are the reason we see plenty of
Either way, if i'm understating
Not to mention,
a) He's melee
b) He's not mobile at all
c) He has no non-risky damage nor CC
d) He's not very engaging to play
Also, supports are rated based on the overall strenght of their kit, combined with mana costs, risks and so on.
Oracle's can actually be well worth over items on supports that don't necessarily need them as dearly as
Also shield+MS is
Not to mention giving a champion free oracles is simply broken in lane. That renders any gold the enemy support gets useless because they simply cant just... not buy wards. Even without vision the most they'd be fighting is a 2v2 though because this champion can't deal damage, at all. You're undervaluing support base damage.

Not to mention,
Nami and leona DO deal damage though, and in fact Leona creates very high bursts of damage. Also, it's one of those situations that would be like "Would I rather not ever have to buy an oracles, or just suck it up and buy and oracles and actually be useful in team fights as another champion?"

the passive is just what it says. the standard vision range is 1200, so whenever you use an ability, you'd have oracle vision within that range. the exception is when she triggers her ultimate. she'll then get 1500 range of oracle's.
She has a protective aura and some shields to give. Also, her ultimate is on an already short CD. Again, her biggest strenght was build to be the scouting and there are champions
This champion is not very balanced.
It's a cool idea to toy with vision for abilities, but you went way overboard.
PS: What is the range on the passive? Is it just like a ****ing TF ulti or what?
