"You don't need more than two pages. People get to Challenger on smurfs with only two pages. Having more rune pages makes the game more fun because you can customize your setup and it can give you small advantages, but you don't need more rune pages to win games."

If you mean actual sustain, as in health gain, probably Warwick or Fiddlesticks, but if they're stunned, they can still drop pretty quick.
