"You CAN get more points in Hawkshot, but it's generally a weak ability to level up. Sometimes I get a second point to increase the range, but I wouldn't recommend anything past that. If you're having a bad early game, you should definitely be leveling Volley if you want to catch up.

Greater Seal of Strength: Very bad. You're better off with armor or mana regen.
Greater Mark of Strength: Not great. ArPen is better by far.

Not only does Sunfire Cape give a bunch of armor, it also provides a load of health. Since you won't be getting magic resist for a little bit yet, that health is going to be your only defense against magic dmg (along with your runes).
