You don't use ignite to get the kill but to cut healing down and get more damage in so your carry kills them. Essentially you start a burst with it rather than finish with it. Either spell works...

"What emoriam says is pretty much the jist of it. To keep in line with someone like Lux, Lulu and Karma (as well as Morg as a meta counter) would be your best bet. "
