7% is enough to make plays if you know how to abuse it. And Power of Evil even was able to dodge skill shots with immobile champs (dodge a xerath stun as syndra or similar). 7% increases the movement speed means you have 375 to 401.25 on
Syndra with +2 boots. That is enough to make a serious difference in a teamfight.


I think you're overvaluing movement speed over flat out damage.
It's an important stat, but 200~300 extra damage is far more substantial than simple movement speed.
The fact that you're needing to dodge skill shots means you're placing yourself in a disadvantageous position, which is why MS isn't as valued as much as other damage-related stats like CDR or AP
The term "making plays" refers to either winning out of a disadvantageous scenario where you're mispositioned, or abusing enemy misplays. Either one is unreliable, and I'm pretty sure people would choose a more consistent path.
Speaking of which, I'd much rather see something like 10% CDR on the item over the 7% MS

I think you're undervaluing the ability to dodge skillshots. If the extra movement speed I would get from
Luden's Tempest makes it twice as easy for me to dodge a
Zed's
Living Shadow+
Razor Shuriken combo, I would pick
Luden's Tempest over
Rabadon's Deathcap every single time. It'll sound corny, but the only two ways to win trades are to deal more damage to your opponent, or to take less damage than your opponent. Honestly, upon looking at this again, I feel like if you can really take full advantage of the movement speed bonus, it's worth it to get luden's earlier than 6th item/

If pros are going to buy Luden's I'm expecting a completely different build path because if you follow the traditional mana item, AP item, Void staff path it's hard to fit in there unless as a 6th item
