Updated again. Mainly mid lane changes, but I made small adjustments in other tiers as well, most notably the tier 2/3 of jungle.
Viktor is great vs tanks. Big aoe cc, high damage, and relatively safe with a solid lane.
Nautilus jungle was too low but it still isn't great by any means. I'll address nautilus' support placing when you give me a real argument. "I've seen it do well" is not an argument.
Urgot has practically 0 bad matchups, an ult that can be used offensively and defensively, AOE armor shred, and aoe % dmg reduction, all things that champs would kill for in this meta.
Kog shreds tanks harder than any other ad besides vayne, and has a much better lane than she does. If you pick him vs one assassin hes usually fine with a bit of peel. If you pick him vs 2 you're a moron. He also has a better power spike than the IE rush adcs since he goes triforce first, not sure what you're on about. IE is not a significant powerspike on its own, while triforce is a huge one. Kog works well with lots of supports too, (janna, nami, morgana, zilean, lulu to name a few) the zyra example is really odd.
A big part of Corki's strength comes from his complete build flexiblility.

What exactly makes the Sivir/ Jinx/ Kog'Maw/ Kalista Tier 1? I know why they are good, but shouldn't some of their flaws outweigh some of their strenghts? Like being forced to get another damage threat if you're running Sivir in order to avoid not having the highest damage vs tanks? We've seen that happen a few times already. Or simply picking a stronger lane into Kalista and neglect her stronger mid game through that?
I can see Jinx/ Kog'Maw having few obvious weaknesses in this meta which favors teamfights and longer game, but wouldn't winning before they can scale or simply trash them early enough make them obsolete?
