I'd say that Poppy fills a similar role to Pantheon. She's a more bruiser-tank, decent all round champion who doesn't really specialize in anything (and the only unique thing about her is the gimmicky ult and her W).
Also, I wouldn't say new Poppy sucks but I think she's weaker than what she should be in the areas that are usually generic for a bruiser (such as dueling or pushing) but all in all she's viable.

I wish Poppy was in a better state right now, she seems fun but she's not really worth picking up as a top laner atm. Does anyone know what they plan to change about her? Increased Q range/AoE? Lower cooldown on her passive?

Havent seen them talking about her or any changes on the PBE. This likely indicates that shes currently decently healthy, gameplay wise.
I personally think she could use a small decrease to her E or W mana costs (Probably E), and removal of the damage reduction to creeps on her Q.

I've been jungling her since release and it's lots of fun. Switched to Skirmisher's Sabre - Warrior for now and then just straight in the tanky / bruiser items. Her burst is insanely good for a tank and her cooldowns are short enough to stay relevant during the whole fight. Also the ultimate is getting pretty cool the more I get used to it.
I don't see a need to buff her at all. I don't like her at top lane though, no reliable way to farm.

I think most tanks deal a deceptive amount of damage as junglers early game. I've dueled midlaners and junglers like Lee Sin with Nautilus going full tank easily. Zac, Volibear, Mundo, Maokai and Amumu all can hurt quite a nice bit if used to their full potential up until a certain point of the game.
Their main issue becomes dealing with good sustain as their damage falls down due to no damage items or poor scallings.
