First of all that is an interesting question you ask, because in my opinion it depends most on what your preferences are. I can definitely see him performing well in both the jungle role as in the support role.
If you really like playing support, and want to focus on providing crowd control and peel you should stay as a support.
If you prefer to have a little more impact across the map instead of just in the bottom lane (and perhaps mid if you can get a roam in) you can 100% play
As to his dueling: it is true that he isn't the best at going 1 VS 1 in the jungle, but that also depends on how well you know your champion and the enemy champion. Your power to fight depends mainly on your abilities and being able to
So it comes down to this: if you want to start climbing it is best to have as much impact as possible and that is going to be in the jungle. You will be able to influence all lanes and secure as much objectives as possible for your team. However, if you are not comfortable playing jungle, or you have a hard time reading the map I would advise to stick to support and just work to get your AD carry as far ahead as possible every game. This can get you a win just as easy.

You do them, into blue and gromp at the same time. This makes it so you have just enough mana for the entire blue side.
Another plus to doing the e start is that you have blue buff after 3 camps are cleared. So you have more benefit of the blue buff to try and make a gank or even an invade happen. ^^
You no longer get level 3 after these 3 camps, so is it really still a preferable start?

I took my time with it though, because I wanted it to be exactly the way I wanted it to be.

I also think that your level progression is wrong, you cannot have a skill maxed before lvl 9! And you can have Q maxed by 13. Also there is no need for Q level 2, you will clear a lot slower and you don't fear damage thanks to
Also i still prefer to start with E and do Wolves > Blue + Gromp, this way you will be level 3 at around 2.10 (that's the faster level 3 in LoL! Probably only beaten by a double pull Shaco) and can gank bot/top/mid in the blink of an eye (solo laners are still at lvl 2)!
