Nimbus Cloak is a noob trap on Kassadin. It's better to take Manaflow Band for the extra mana and mana regen.
Eyeball Collection is fine, but consider Relentless Hunter as well, since you'll want that extra roaming power.
Celerity is a fine choice to take over Absolute Focus, depending on the game, especially for more roaming power.
Second build:
I don't recommend taking Ingenious Hunter; just not worth it in my opinion.
Again, I'd take Manaflow Band over Scorch just for the mana.
Overall:
Another item you can start with is Corrupting Potion.
You should add in Ninja Tabi as a purchase against AD mids.
Consider adding in Tear of the Goddess since it was recently made stronger for Kassadin (because they added a manacost to his W).
First item, you should always go Rod of Ages or Archangel's Staff.
Hextech Rocketbelt is another noob trap item on Kassadin
Add in Lich Bane to the final build; it's essential on him.
Cheap Shot is absolute garbage on Kassadin.
Simply put, excess Cooldown Reduction means any points of CDR that exceed the maximum. Since there's a limit of 40% CDR (45% CDR if you take Cosmic Insight), that means any amount of CDR that surpasses this threshold is excess CDR.
Let's imagine you take Transcendence (10% CDR after Level 10), Morellonomicon (20% CDR), Lich Bane (10% CDR), Hextech Rocketbelt (10% CDR) and Zhonya's Hourglass (10% CDR). This gives you an overall total of 50% CDR - however, remember that the maximum CDR is 40%.
That means we have 10% of excess CDR, which is used by Transcendence. This 10% CDR becomes either 12 Attack Damage or 20 Ability Power (Adaptive - if you have more AD, you'll get 10 * 1.2 AD, and if you have more AP, you'll get 10 * 2 AP), providing you with more damage if you overshoot your CDR limit.
Transcendence is a good pick for characters that require an item build that would otherwise exceed the CDR limit. It enables you to convert this useless excess CDR into more damage.
