I can add that Rammus is very flexible, you can play any build into him, as long as it has a minimum of resists, if you wanna check some other more off-meta but better to snowball builds, make sure to check mine (sry for advertising in your comment section)
132 master players played ranked with Rammus over the past 2 days and these are the item winrates.
Don't trust Rammus mains. Trust data.
I think rushing a jungle item is the most reasonable plan atm to compensate for slow clearing. But don't try to powerfarm in higher elos, jungle exp and gold are nerfed too hard. Only way to win is to gank a lot and enable someone on your team to carry.

The problem is that nothing really competes with chemtank and deadmans rush at the moment.
With the new changes to jungle coming Rammus is probably going to be hurt even more than the champs with fast clear right? :(
• About Ninja Tabi's you say they're meh in the item notes, but then you say that they're fantastic and the god boots for duels. So what is it?
• In itemization you say "On your first buy, you can also look to finish Skirmisher's Sabre". Does it mean that there are cases when it is better to get Skirmisher's before Bami's Cinder? If so, when would that be?
• You said in a previous comment that you typically prioritize Bloodrazor before boots. Does it mean that you don’t even buy boots of speed until you get Bloodrazor?
• You say you have used Wit’s End instead of Abyssal Mask recently. Is it a superior choice in general or does it depend on some particular playstyle (or something else)?
• What do you mean by "CSing and pathing more efficiently"? I've watched the first few minutes of the video you use as an example and I couldn't see anything special in that sense.
I haven't played with skirmishers saber for a long time, because gap closing is harder in higher elo, and Bloodrazor is only good when you can stick to targets and auto attack. You get kited too hard without swifties, ghost and stalkers blade when running Bloodrazor.
Bloodrazor has a slightly riskier early game and a stronger midgame spike than cinderhulk, Cinderhulk has less needs of ressources, so you can go boots and spam ganks, whereas Bloodrazor more often - not always though - need to not miss farm, and boots can delay farming if you can't use them to get successful ganks.
There is no one right answer for any elo or playstyle, but I list all the items that I think should be considered.
Wits end has amazing winrate statistics, I think it's op with both Cinderhulk and Bloodrazor, But if you have reliable follow up magic damage and need to survive more burst damage, Abyssal can be relevant in some situations. For instance, it's amazing for toplane Rammus, who has mana issues.
Does it mean that you don't even get
Yeah, but whether it's Skirmisher's or Stalker's, you cannot get both in your first back, that would cost 1900 gold. So would you get one of these in your first back instead of Bami's?
I prefer some early daggers or cloth armor for clearing or stalkers + boots for ganking.
For your first back you buy Stalker's Blade.
For your second back you buy cloth armor/daggers/boots of speed + Bami's cinder.
For your third back you complete your jungle item with the enchantment (plus anything else you can afford).
Is that (roughly) correct?
There is no "correct" order for every game.
In high elo it's very common to rush early boots and blue smite, but if you can't translate that into ganks it's safer to rush machete + recurve bow/bamis cinder for clear speed.
If you wanna duel something like a kha'zix you could rush bramble + even red smite/tabis.
