You always aim to finish 1 item first before moving onto another item. One example would be Luden's Tempest as your first item, then you move onto for example boots like Mercury's Treads and then you move in that order.
Buying a few smaller items is fine, as long as those items either contribute to a 1 item goal, like for example Trinity Force or if you need to buy an item to defend yourself in the early stages like Seeker's Armguard before buying and finishing your first item for example. Otherwise it'll only go into shambles for you.
