If said user is a reoccuring problem, I would suggest to get as much proof of them trolling etc. and then make a ticket to Riot Support. If anything, they'd be able to help you deal with this user if possible. @ GRADZ1

You have to understand that OCE is one of the "dead" or relatively "dead" servers in League.
It often takes 15-20 minutes to get a game at any give time of the day usually from 8am PST till 2pm PST.
Because of the dead server status (They turn off a lot of game modes) you are bound to find the same people over and over and over again. Due to the lack of players, especially if they have so to speak "no life."
Oce is in my personal experience with playing there with 200 ping for over 100 games (I like to torture myself) one of THE worst servers, period. The next server being EUNE due to racial slurs and such.
Trolling in games is pretty much not frowned upon, reporting these players often does nothing, because if they are not running it down or talking very vulgar, Riot often does nothing.
Example:
A user bans your main.
You pick Yuumi, Smite + Teleport with Dematerializer and attach to that player. You smite and steal every single canon minion, caster and melee that you can all while not saying anything. But the people saying bad words to you, can be punished.
You won't be banned or penalized. But if you say anything WHILE doing this. It's more likely to be punished.
The great thing about multitasking is that several things can go wrong at once.
