I feel it's in how you play her. I am very good at transitioning to healer late game, but she's a great harasser early and mid game.
Again, though, I should probably put in my sig that I play at a low ELO every time I post, and have very little experience at higher ELOs. when I do play higher ELOs (such as when I premade with Mobafire), I tend to pick up heal early and play much more defensively. That's on the rare occasion I do play Soraka, as I tend to roll Kayle or Nunu.

Actually i've been maxing her starcall first unless my lane really needs the Heal.
Im dont recommend getting Starcall as late as level 13, in pubs @ level 9 i have starcall maxed, but in ranked i usually have Starcall 3, Healing 3, Infuse 2 and Ult 1.

Yeh it's incredible for harassing early game. I swap off Starcall and Infuse, picking up Wish when available, and saving Heal for 13+.
