I agree on his ult is not op I have killed him in it he doesn't become any stronger. His damn shadow trail could be cut down in duration just a lil bit.
But I agree on Jarvan being op some of his moves are just to strong and I hate when riot randomly nerfs champs

Urgot needs to be given general buffs all round apart from his end game
But I would say Nocturne is OP but not by much
The reason being he just does his job TOO well
His Q spell gives him too much damage especially early game, it needs nerfed a bit
His spell sheild is perfectly fine
His E spell though, his fear, has FAR too long a snare. You can flash out and still be feared. That should be fixed so you actually have a chance of escaping
The reason these need changed is that just now its far too easy for Nocturne to do his job.
He simply waits till the fight starts, ultimates etc. are used people start to spread out and he pops his ultimate instantly killing the two champions furthest away from the fight
His mobility and burst is just too high compared to other assassins really. Also the fact that he is the best jungling assassin in the game by far

Unless you flash only half the distance on flash, then it gets you out of range.

If anything his lategame needs a buff. Not much though.
I'd like the AD ratio on his acid hunter to be 1 instead of 0.85 and the base damage reduced by 10.
Having acid hunter apply on hit effect could also solve that.

His Q could use a small nerf. Maybe in the amount of damage he gains while standing on it.

3. His Ultimate range is ridiculous.
1 + 2 = Once he's chasing you, you're cc'd. No chance of avoiding it.
3 = He can dash onto you from 4000 distance away... wards will rarely prevent this.
I heard there's a bug with his Fear tether to keep it from breaking.
And, I think he'd be balanced if they reduce his Ultimate's Dash range a little bit. like maybe 2500/3000/3500 instead of up to 4500

Seriously... Use a stun or heavy slow on him and you're out of range in no time. Flashing also works as long as you aren't stupid and wait to flash until he's right next to you.

Why do people claim he's so OP? He's balanced if anything he's not even close to OP. No champion in this game is OP it just depends on how well people know how to play them like Yi. He's an op 450 omg, No he's easy to master making it easy to use making him SEEM OP.
But people are all over the League forums complaining about how Nocturne wasn't nerfed when a nerf is completely unnecesary, Jarvan is more OP than Noct and he wasn't nerfed. Want my answer to your complaints? Nocturn is EASILY countered. If you see his ulti pop up just get to a tower/teammate he won't come to you when your there instead of being low health and standing there like oh no! Get over it people he needs no Nerf.
But if any of you think he does please post it and anyone who says he doesn't as well, Debate anyone? (Give reasons please)
