IMO:
Shen > Rammus = Amumu = Singed > Alistar = Blitzcrank = Malphite = Udyr > Cho'Gath = Gragas
Shen is top tier, can rescue allies from map wide. Excellent map control, and his blade and taunt are extremely versatile and functional.
Rammus, Amumu, and Singed are carry good elements for a tank, but just aren't Shen material.
Rammus' ult doesn't really do anything for tanking, otherwise, he's top-tier material.
Amumu relies on his Q+R combo too heavily. It can be easily failed, but is glorious when it works.
Singed is reliant on Fling, and possibly more functional as a tanky mage.
Alistar, Blitzcrank, Malphite, Udyr are tanky DPS with support-ish qualities more then tanky.
Alistar and Blitzcrank make good tanks to an extent, while maplhite lacks hard cc once his ultimate is finished.
Udyr is a very good off-tank, but he lacks good initation. If he rushes out with bear stance, he's likely to catch a target, but they will always have a head start.
Cho, and Gragas are are generally built as mage tanks.
Cho's CC isn't reliable.
Gragas' CC is also unreliable.
Also, idk where I would fit Galio. He's a bit of an enigma lately.

How do you guys feel about a Maokai/Morde/Garen tank? Garen and Morde have no hard CC, true but they become threats and get some soft but reliable CC when built properly.
