Well i already talked with a friend about this and this item will be realy good now. If you face a heavy magic team a Hexxdrinker + Wits (AD+AS) can be a realy nice combo. TONS of Mres with offensive stats... cant go wrong on any AD melee champ...
I realy like the change but i still want more items with Crit/Lifesteal/Spellvamp.
The diversity on those is realy small.

No, it works good on a few champions. Even Rumble can be played with spell vamp. Just look at the game where Regi played AP Alistar. He was doing pretty good and was hard as hell to kill.

SpellVamp works usualy with low cd champs and/or AoE casters from my expirience. I realy like spellvamp on Brand for example too.
No. She should have some durability, but she's not an offtank. She has range, is mobile and deals nice damage. It would be kind of a waste to build her as an offtank.

Sivir is another DPS that could benefit from a wit's end. If you're doing Warmog's/Atma's it (or a hexdrinker) is pretty much a core item anyways.
Pretty much any champ with an AoE/Poison ability can benefit from Spellvamp because the constant damage gives constant healing.

Those guys usually prefer to get Phantom Dancer, or Stark's Fervor because they synergy better. Wit's End only gives 50 MR after 4 hits, so it's not replacement for a hard tank item like BV or force of nature.
Warwick, Udyr, maybe Teemo, attack-speed on-hit-using champions really get a kick out of it.
