There's no way. It's better to get damage instead of AS, but you can buy some items so she'll attack faster.
Good options:
Black Cleaver (great item)
Phantom Dancer (another great item)
Sword of the Divine (too much AS)
Zeke's Harbinger (AS+ lifeteal item, but I think it'll be better
Bloodthirster)
Madred's Bloodrazor (useful against enemies with tons of HP)
Berserker's Greaves (Mov speed + AS)
Good options:

Stark is not a good item for most carries, nor is Sword of the Divine. The best carry items with AS are Phantom Dancer and The Black Cleaver.
"I sexually Identify as an Attack Helicopter. Ever since I was a boy I dreamed of soaring over the oilfields dropping hot sticky loads on disgusting foreigners. People say to me that a person being a helicopter is Impossible and I’m ****ing ******ed but I don’t care, I’m beautiful. I’m having a plastic surgeon install rotary blades, 30 mm cannons and AMG-114 Hellfire missiles on my body. From now on I want you guys to call me “Apache†and respect my right to kill from above and kill needlessly. If you can’t accept me you’re a heliphobe and need to check your vehicle privilege. Thank you for being so understanding." - Guuse

Attack Speed on Ashe isn't actually a good idea.
You want your attacks to hit hard in big chunks.
The reason being you have slows and attack speed scales less reliably in actual combat.
Scenario A:
You attack 5 times and hit 300 damage per shot for 1500+
Scenario B:
You attack 10 times and hit 150 damage per shot for 1500+ also.
What's the difference?
Kiting-capacity. Scenario B is more easily kited. As you attack, the enemy has more time to run. This forces you to move as well, slowing down your DPS despite being faster.
This is true for most AD Ranged carries, unless your kit gives a specific way to scale better with Speed.

Agree with the others above. You need to be able to make the foe regret that they even ran your direction just through a few shots. This scare-effect won't work as well with lower damage and higher attack speed. A well played Ashe(Good farm, a few kills at least) can make even the enemy tank turn around regretting they tried getting to you.
