However, I have just a few problems with your item selection. A new player to [teemo] (or to LoL), might see your item build and think, "Okay, buy Boots of Swiftness first, then as soon as I get 900 gold, sell them for Mercury's Treads." This is not the mentality (hehe, now you've got me saying it) that you want players to think by.
As such, I would recommend removing Boots of Swiftness from the purchase order, and from the guide itself. In a comment above me, you've admitted that you don't buy them anymore anyway. I was just like you, putting Boots of Swiftness as my carry boots, until I actually started getting put against decent opponents. ie: I needed the Mercury's Treads for the CC reduction and the magic resist.
Moving on, I don't believe Sword of the Divine is a good item on Teemo, just out of principle as I think it's a bad item on anyone less than back door Twisted Fate. For the same amount of gold you could buy a B. F. Sword to make into a Black Cleaver.
D: Why would you get Phantom Dancer on Teemo? He already moves fast due to his passive/active, and you're not after the critical strike. I can only assume you're still after attack speed?
With Malady, Madred's Bloodrazor and Wit's End, surely you've hit the 2.5 attacks per second cap? If you haven't, and you still want more attack speed, I'd suggest Nashor's Tooth, which gives attack speed and cooldowns that would allow you to place more shrooms.
Banshee's Veil is great. Warmog's Armor on Teemo is silly. You'd be better off getting guardian's angel, which would completely wreck the enemy team if they decided to focus you down in a team fight and your revived once your team has taken down their carry. Frozen Mallet also seems like a weak item choice.
So, my item suggestion build is: Mercury's Treads > Malady > Madred's Bloodrazor > Banshee's Veil > Wit's End > Nashor's Tooth.
With Black Cleaver optional to replace any one of the cheaper items (Malady, Wit's End).
Definitely never list more than the 6 possible items you can get in your purchase order. If you want to tell the reader of more appropriate items, tell them in one of your extensive chapters.
You should also look up some BBCode commands to liven up your walls of text. While I enjoyed reading it, it'd be nice to see some colour and images scattered around in an orderly manner to aesthetically please the eye.
The last thing I wanted to ask/point out was your 6 marks in Desolation. Wouldn't you want to get Magic Penetration to make your AP damage hurt even more?

@Omello, I like Swiftness because your "move quick" is based on a percent and a percentage of a larger number is always better.
That argument is invalid. The movement speed bonus is a percent of your BASE movement speed, not of your total movement speed. The base movement speed never changes, so the bonus won't get any higher when your total movement speed rises.
To be honest though, recently I have been snagging Mercury's more, but I still do have a real distaste for grabbing Greaves.
Mercury's are a good choice, they provide good magic resistance for early game, for a mediocre price. However, since Teemo's damage comes mainly from auto-attacks, you could either get greaves for a great early game AS boost or Sorceror's boots for good magic damage throughout the whole game. These are nice for when you reach late game. The enemy squishies hit one of your mushrooms for 600 magic damage.
Also, I really think it's personal taste; if I didn't say that in my item section I think I really should mention it.
It isn't really about personal taste, it's about countering the enemy team. They got a lot of mages or cc>mercs, they got a lot of auto attackers>tabi, they got a lot of squishies>sorcs
