This one was bugging me for the recent 2 days.
I'm using a purely nuke build will no CDR Runes or Items. It works really gladly as he busts people at spot.

About CDR, actually there's a notice to take that the difference of 1,2 secon is by far high there, but you will mostly need Ionian Boots of Lucidity which I really don't like, dunno why, personal preference I suppose. But my friend got me involved into some arranged normals where he would show me CDR Vlad. I was really surprised to be honest. At level 9 he had 40% Reduction, but only 8-9 MPen, which i didn't like at all. Then he went for Hextech Revolver and straight for Rabadon, his healing was quite good, but he was still losing more HP than compared to pure Nuker that pierces through most of champions and minions dealing the same ammount of damage all the time (improved by AP later on). He took a Void Staf later... and it started to work out on our enemy's Wayne with her lame 36 MR, leaving it on 14. Still, too high for me. The higher I get on damage, means the more will be reduced through their MR.

At Nuke Vlad I was able to replenish even 700 HP in 1 combo, if there were enough of minions. Also, I did some counting:
Let's presume that both Nuker and CDR Vlads have exactly 500 AP. Going for Transfusion it's 0.6x500 + 250 = 550.

Nuker Vlad deals flat damage of 550 to each target each 2,73 second.
CDR Vlad deals reduced damage of 550 by about 10% doing 500 damage each 1,80 second.

Nuke Vlad damage per minute from Transfusion came to be 12087.
CDR Vlad damage per minute from Transfusion came to be 16666.

Is it but just a presume that CDR Vlad actually beats Nuking Vlad in damage?
Opinions, thoughts?

How about per 5 or 10 seconds? Thats what a nuke is technically, deals a huge amount of burst damage in a very short period of time.

Also, this should be in Theory Crafting

CDR Vlad still deals higher damage in a shorter period but needs to cast Transfusion one-two more times than Nuke Vlad to take out some raw damage of 1200

Why CDR or nuker? You need a killer. Strong Transfusion with low cds and with some spellvamp.

CDR Vlad just ups your Nuke potential, not how hard you hit.

I only play CDR vlad just because it will always win against an non CDR vlad.

Saying that they are both equally skilled and farmed somewhat the same.
The battleroom is ready. Liqur's hands are steady. The enemy is deadly.

Math aside, I'd consider the enemy team for which is better.

If they have many stuns, I'd want AP.
I want to be able to deal all my kit damage before they can snare me.

If they're low cc, I'd go for cooldown reduction.
Being able to Q, Pool, and Ult more makes Vlad a happy hemomancer. The base damage on all your skills is what allows CDR to be slightly stronger. But if you're snared, or dead, that CDR means nothing.

This statement makes no sense.

When building, you have to make trade-offs between AP, CDR, and Spellvamp. Can't have all 3 without shooting yourself in the foot. You need to specialize or else you just end up weak and very "jack-of-all-trades-master-of-none."

You can get Will of the Ancients (spellvamp), Ionian boots (cdr) and the rest, AP items (Rylays, deathcap).

You can and ahould have them all, but as you said, you need a specialization. I prefer AP, but I get an item of CDR and another of spellvamp too.

@TheJohn:

Fail whale pic for you, for picking Ionian Boots so casually as if it's not a trade off.
Not using Sorcerer's Shoes is a heavy price to pay.
