Alright, let's get some things straight.
Let's say you manage to build AP. You're squishy as hell unless you can afford that ideal earlier build of Hourglass, Banshee's, Abyssal Scepter, etc - maybe AA, RoA, Deathcap for AP. Some combination of all those items which average around 2.9k gold in cost.
You can heal for a ton. Maybe you've managed to get a good amount of CDR, so you aren't completely useless without CD and you can deal some okay damage with Starfall.
Buuuuutttt... You've also spent roughly 15k gold on an item build that isn't even optimal for you.
Someone once said that the strength behind Soraka is that you can either focus her and get killed by her carry or NOT focus her and fail at killing their invincible carry while their AP also nukes you down.
This is only relevant if Soraka does NOT die INSTANTLY to any form of initiation, harass, AP burst, etc. With an AP build, she WILL DIE more or less instantly. With a tanky support build, she will NOT, and will make her carries that much stronger in fights.
Why bother with a stronger heal when your team will barely be taking damage in the first place? Soraka's presence is huge in a team fight - ignore her and you lose, don't ignore her and you lose (assuming a well-farmed carry).
Aura Soraka can afford to dish out hundreds of gold on wards during early-mid game, buy GP10 items that will actually become useful and not gimp her out, and let her give ALL THE FARM to whatever carry she's laning with. She doesn't NEED that much AP. Maybe a Rabadon's, if you're lucky. But the fact is, Soraka can thrive on a 6k budget of gold, easily achieved with just GP10 items and the assists she gets.

I'm not even saying everyone should build like me, just throwing out there that what I do works too. When you can dish out 700+ damage heals every few seconds what are they gonna do? Focus you? It usually takes at least 2 of them plus an ignite to kill you if you're fast with casting. Even longer if they don't have an ignite to hit you with.
Most people ignore the "WTF? Archangel Soraka" until it's WAY too late to do anything. At least in the normal games I play they do.
