I guess build her straight tank not off-tank now that I think about it. When you have good resistances and a lot of health, you can wade in and ult which completely screws up their placement and that usually gets your team some kills.
You do have to be familiar with Janna and be good at ult placement, but it really does work.

Honestly, you want to pick someone that becomes very strong with a few items, like Mordekaiser.
Get those items, then force fights, or towers.
I used to run Gunblade+Will of the Ancients on Mordekaiser, and it let me stand at their Nexus, and beat on it while all 5 of them were on top of me, just because of the minions coming from the nexus, and all the people attacking me.

I'm not sure how 200+ armor/MR and 3000+ health wouldn't allow you to tank well, but it doesn't really matter in the end...since it is highly unlikely that I will convince you that it's viable.
Although "support Janna" is actually an Offtank-ish build itself.

I didn't publish the build, so it doesn't show, I guess. It's not important if you get the point.
It's not like I'm taking a tank build and putting it on a champion who has no way to initiate combats (a good example would be Lux, who has no hard CC and needs AP to deal damage).
Janna is already played tanky as a support and she has two interrupts and a slow.
And honestly you could put a soul shroud or shurelya's instead of the randuin's or something, despite Randuin's active plus your ult being an amazing combo, and still be decently tanky.

Bard: The problem with Tank Janna is that while her skills are actually very strong for a tank, she does NOT have the farming ability nor does she have the base stats to become a good tank. Your early game would be so terrible compared to support GP10 Janna that you couldn't do anything later on.
As for good low ELO tanks, just use Morde or Rumble - both are tanky AP characters and can singlehandedly carry a game. And both happen to be free this week.
Amumu is a strong pure tank and is probably the best tank in the game right now.
Jarvan is quite good as well.
