Heres why:
Good Hands - in clutch moments (for instance, when defending an inhibitor after an ace), that extra ~5 seconds can be crucial to warding off attackers. Though we're not "supposed" to die in LoL, it happens, and that's undeniably.
Perseverance ends up giving TERRIBLY low stats for almost every champ - IIRC, about 1 or so HP/MP regen per 5 seconds. That means that it's almost entirely negligible, whereas good hands has potential to make a difference.

Because the stats it gives are miserable. Say X champion has 6 HP regen and 7 Mana regen. With level 3 Perseverance you get:
4% * 6 = 0.24 That's the HP regen you gain at lvl 1. Nothing. Same goes for mana.
Late game does not get any good either
Even if you have 50 HP and Mana regen, it will still only give you +2, which is rly not that great, considering Meditation can give you the same amount (for mana, at least) with only 2 points.

It's more like 0.6-0.8 in lategame with all 3 points. In earlygame (when regen is important) it gives like 0.2-0.3

Those with good early regeneration or will get regeneration items like Heimerdinger, and Dr. Mundo are worth getting 1 point in Perseverence.
But rule of thumb is a lower death time is good.

If I'm not mistaken it's only improving base regeneration and not item effects.

Good Hands only comes into play when you die.
Thought you weren't supposed to die in LOL and Perseverance would help with that...
