I am not quite following you...I think you are confused on some things...
Parley applies on hit effects, anything on hit will be applied...Randuin's has nothing on hit? What are you talking about with that...the only affect is MS and AS change, what does that have to do with parley?
And what exactly are you asking about full stacks and things?
If something has stacks like Malady obviously it doesn't apply all of them at once...why on earth would it do that?

I think the randuin's comment was about whether parley can proc the passive slow when you use it on someone who has one.
1. It should have a chance to proc Randuin's. For all intents and purposes, treat it as a basic attack.
2. By this logic it would trigger SotD as well - it counts as an attack so if you've got 3 "charges" and you Parrrley someone it SHOULD proc it.
3. It SHOULD apply 2 stacks of Guinsoo's - one because it's an attack and one because it's a skill - do NOT take my word for this though.

Well just on Guinsoo's I thought it might be 2 at the start because it's an ability, and then either 1 more because it applies the 1 stack from the on hit part of parrrley (it should shouldn't it?) or 2 more. Maybe i'm mixing up bloodlust and guinsoo's when I say you get 2 at the start for using an ability ( with no stacks)
oh, you might be correct then, I'm unsure.

Tiamat works with Parley, I just tried it. And since Gangplank is a Melee champion, with 2 Tiamat, you do 100% AoE damage. Excellent for early-mid game, till around 40-50 min. I'm a Tiamat fan, so I try it with everyone XD

It proces both ways. It applies on hit effects (bloodrazor/malady/wits/mallet/sheen etc) and it is considered as a normal attack for items like (thornmail, raudin etc.)

I assume it proc's on multiple items like a MBR and a Malady, although i'm not sure if it affects it the same with like a MBR and a SOTD, and I think it applies his passive, but i'm not sure about that. Also for items like Malady and Executioner's, does it apply 1 stack regardless of how many stacks it has or the full amount of stacks? And for Guinsoo's, does it apply 2 stacks when first used or 3? 4?.
