I'd consider Sheen/Trinity a proc, not the 4% Magic Damage of Madred's ^^
Also, Havoc is something I'd get with a heavy-hitting champion, like Vayne or Caitlyn. Ashe doesn't have even comparable damage early game, so it's more useful to go the movement speed and Flash cdr in the utility tree.

Ashe's Volley + Crit strike takes off about half a squishies health in one hit. I think that's considered heavy hitting. :P
If you love cdr's so much you should just go 21 in utility. It's best, + 9 in offense isn't that bad for Ashe. She doesn't NEED the other stuff, but you can play way more aggressive with it.

Ashe doesn't do that..

Also, Havoc is great for Ashe. You have an auto crit that you harass, CrD affects that damage as does Havoc.
