She isn't usually played AP because
A: For her W to do damage she has to jump into a fight
B: Her ult knocks the target away from her
C: Her E has a very short range.
It still works, but, why expose yourself to so much danger when you can sit in the back with your crazy AA range and crit people to death?

I'd consider her a little similar to AP Yi. They both have amazing traits as AP, but that's not really how they're meant to be played.
AP Tristana is a good pub stomper though, especially if you get mid and mejai's.

The main thing that no one has pointed out here is her massive cooldowns on her abilities. Once she blows a combo, she's done for a good 10 seconds. Many other casters/AP champs have abilities which they can practically spam. Yes, she does have awesome AP ratios, but like caucheka said not everyone who has great AP ratios are meant to be played as AP.
One of her main abilities she would be using to deal damage is Rocket Jump. When she uses this and jumps into a battle and then uses her other abilities, she has nothing but a weak AA (due to no AD being built) to use to defend herself.
So why would you build a champ which the longest AA range of any champ in the game as an AP champ? Why not take advantage of her range and sit back where you are safe in order to destroy the enemy from afar and only use your Rocket Jump to escape or keep enemies from escaping? The main use of your ult (while yes, the damage is nice) is to knock an enemy back into your teammates/tower.
Again, the two arguments above mine should be plenty reason of why to not build her AP, but again I have to say that her cooldowns are just too long for Tristana to rely on her abilities for her only means of damage output.

Actually, Tristana has AP ratios because ALL abilities scales with Ability power when LoL was first starting up.
Tristana is regarded as one of the best carries at the moment.
Explosive Shot has an anti-heal that lets her easily counter the sustain meta.
Rocket Jump is a good initiate and escape for killing enemies and getting away.
Rapid Fire is a powerful AS steroid
Draw a Bead increases her range to become bigger then Caitlyn's in the late game! That makes her far superior as a late-game carry.
Buster Shot is an excellent burst cc that works as either defense, utility, or offense.
AD Tristana is still better.
Tristana is regarded as one of the best carries at the moment.

How culd you compare AP yi (****ty as hell with 1 Nuke)

She has prob the hugest burst ingame! Both late game and early!

If you play smart. You will prob kill some one with your 2k burst. And this will let you jump again. No need to sit around here...

Why wuld you build ap? Dunno... 1.50 Ratio on A AOE!? and it has around 40sec cd?

To be honest that was mostly my mistakes ^^. Jumping in to 3 alone. And one of them having silence.
Not saying she is bad AD. But she is really good as AP also...

Udyr, Cho'Gath, Trundle, Gangplank, Akali, Mordekaiser, Nidalee, Kennen, Fiddlesticks, Galio, Gragas, Garen, Irelia, Karthus, Katarina, Kayle, Lee Sin, Master Yi, Morgana, Nasus, Nocturne, Nunu, Olaf, Rumble, Warwick, Yorick, and any AD carry worth their salt either has a built in sustain mechanic, or buys sustain items as part of their core.
Also, the nerfing of supports just makes spell vamp and lifesteal MORE VALUABLE.
That means more people will buy it in order to gain lane sustain, and will be worse off if characters like tristana explosive shot and then unload on them.
Tri lane for life.
