Where do you live? Location has a big thing to do with it. Otherwise, check who else is using the internet and ask them to stop if they can.

I'd recommend lowering some settings, giving your computer a good reboot, and if the lag still persists...
the only response would be to get new internet/router/move your computer closer to the router/etc.

Gotta isolate the problem. Run internet speed tests, try a different computer on the same network, bypass the router, stuff like that. If the previous things you've tried didn't isolate the problem, you have to go further. If it is your internet, you should be able to prove it using various speed/ping tests, then you can call your ISP with that information. They might also show that your internet is fine and the problem is isolated to your hardware/software.
Try running scans on your hard drive to look for corruption, and on your RAM as well, if you have any problems there it can do all kinds of screwy things, and it might be trying to read some data from a corrupt sector when someone uses an ability (animations, textures, sound effects) which then chokes up your system. Who knows. I've had that happen to me more than once when a hard drive or stick of RAM was failing.
Try moving close to your modem and use a short cable directly into it just to see.
I'd probably even try reinstalling OS, that's often the first thing I do once my computer starts acting up. Gives Windows a fresh start, gets rid of any potential ****ware in your system, and allows you to start fresh with the most up to date drivers and software versions.

It's probably most likely my own computer because my other siblings are using the internet peachy, while mine connects then randomly starts trying to 'Identify' the network again.
And it also might be a problem with the graphics card, I just installed a new one, but I'm not sure if I did it completely right...
I guess I'll just have to wait till the end of the year to get a new computer/laptop... (Graduation present)... But I might need a Mac more... T.T;;

If you have general network problems outside of games, such as just browsing the web, and others on the same network as you do not have these problems, I would suggest the problem is your network card (or possibly cable). Try a different cable and if the problem persists... You might need a new network card. It could also just be Windows, especially if you have any malware.
If you just installed a new graphics card, yeah that could be causing troubles. Are you sure you have enough power in your system to handle the card? Other than power or improper installation though, I don't really see how it could conflict with your network connection...
You could try restarting your computer in safe mode with internet and see if the network troubles still persist.

Well I still don't really know if the problem is the FPS or if it's the PING...
I'm leaning towards both because before my FPS was ok at best and before this problem occured I could play League of Legends with lag spikes that occur randomly throughout the game, (though it's better than what I'm experiencing now...) Now it's like delayed movement, delayed skills, minions stay in one place attacking each other, my character getting ganked while I can just see the health bar going lower to my pitiful death.. Happens like FREQUENTLY... But yeah, I think it's also the internet because it goes from 'identifying network' to connected often, and I can't even watch youtube/other videos anymore without lag..
How much do new network cards cost? I'm not rich, and only 17 (without a job) =.=

Should be able to get a NIC for $20-30, or even less depending. They are cheap. Just find a local mom and pop computer store with good prices, they'll probably even install it for you, possibly for free. I recommend against going to the major chains for something like this, they'll charge you way too much.

The problem is I just fixed my graphic problem, I've been getting 40-60 FPS now (THANK GOODNESS)...
BUT, having a stable FPS means nothing when your ping is all average, then spikes up whenever I get near something that moves, or has a single attack animation.. Yes, even some minions lag me and myself whenever I use a skill.. The ping goes from 5x~7x -> 4xx~6xx not kidding. ._.;;
Normally I could handle the lag because I've had it ever since I've started this game, but now it's even worse... Like I can't even play a real game anymore.....
Please help. T.T
