Gangplanks
Parrrley.

Edit, clarification: The phoenix passive procs an effect from an auto attack. I feel it acts in similar fashion to say... gangplanks

Keep in mind that spell vamp isn't on magic damage, it's on SPELLS, regardless of damage type.
