She's not necessarily weak outside of the lane, just a lot harder.
Positioning becomes exponentially more important (and difficult) with each added presence of an enemy champion.
Also, Riot is re-vitializing the fact that debuffs count as support skills.
A major example of a debuff support mage (though more mage then support) would be Fiddlesticks.
Being able to make their magic-resist disappear is a big deal and more akin to support playstyles. :P
They're thinking about making about another debuff champion to show this - Hopefully someone with a PURE defense shut-down ability that doesn't involve damage (like: Reduce all enemy armor and magic resist by 35 / 60 / 85 + 25% of of the original total magic resist), to show the value of debuffs.

Yup. AP carry Soraka is pretty disgusting. She's not as deadly in team fights as some other options, but she absolutely dominates her lanes and pushes extremely well. And all that AP makes her heals pretty decent, too.

Zilean also relies on his Time Bomb and Chronoshift to perform his role. Not building AP means your Time Bombs become completely worthless, and Chronoshift will revive you or your allies with a little bit of health so they can die again. AP is the only way to go.
Soraka has an MR aura, an armor buff, a heal, a global heal, a mana infusion, a silence and an MR shred. NONE of those require AP to be useful. Building AP on Soraka is a luxury that's great if you can get away with it (i.e. with Mejai's Soulsealer or a lot of gold from kills/assists or holding lanes), but most of the time it's more economical to just build support items like Aegis of the Legion. Considering how cheap a support build is, you're going to benefit your team a lot more with your gold than if you built AP.
I only build AP Soraka for fun, when our team needs more damage, or when our carry is terrible and I take some farm to keep our team in the game (doesn't happen very often, usually when I play with less experienced players). I would also build AP if I took a solo lane, but that really shouldn't be happening since so many other champions can use solo XP and gold better than Soraka can.
AP Soraka is great once you've built it, but it's not terribly practical to attain. I'm not like the people who think AP items are worse than supportive ones (on supports), but I think it's too difficult to scrounge up enough gold in the current 0 CS meta.
That said, playing Soraka with AP is way more fun, if that's what you're after.
