Just my 2 cents.
Explosive Shot is used in early game to get money/XP by killing the Minions with it's passive as fast as possible. I usually lvl it first, then rocket jump to lvl2, then rapid to lvl2, then explosive shot, then rocket to lvl 4, then rapid to lvl 4, then explosive to lvl 3, then rocket and rapid to lvl 5, and then explosive to lvl 5.
ES is important early and mid game, as you are going to need that money from killing the minions. and ES will help you with that, by exploding the minions you get to hit last. ES's splash damage also increases with lvls, so it is understandable to have it atleast lvl2 in midgame, as then you can two shot every minion, and kill some minions you do not shoot at.
@EvilDice: What you may want to include is that QSS is also often picked in high-level play not just because it's cheap and generally a better counter to general CC, but because it also counters Exhaust, and if you get exhausted then your team loses its greatest source of damage for a teamfight. :>
Also, for any haters, your Tristana guide's skilling is perfectly fine. Its active may give you more burst damage in an early teamfight than levelling Q or W, but if you level Explosive Shot too much and you end up pushing your lane when you last hit which (funnily enough) is what last hitting is supposed to prevent.
