I play him strictly support, and only start farming if my lane partner is really bad, 2 gimped champions is worse than 1 gimped champion.

Always get a philosopher's stone.
If I do start farming I change up my build a bit into more of an AP tank for better heals and damage, as well as being able to initiate on enemies out of position.
He's a support, if your team is derping there is nothing you can do. Anyway. For an actual support-tank

Health Potion, go to bot with your AD carry. (Or

Mercury's Treads.
Purchase some support items, like
Shurelya's Battlesong,
Randuin's Omen,
Aegis of the Legion,
Soul Shroud,
Zeke's Harbinger, etc...(
Banshee's Veil is good too.)
You can switch out your
Ionian Boots of Lucidity for
Mercury's Treads or
Mobility Boots once your support items give you enough CDR to be over the cap.
Leave your last slot open for those beloved Sight Wards. Always. Oh and
Oracle's Elixir.

I wasn't aware it was possible to screw up with Taric. One point in Dazzle, max Shatter and Imbue, grab Radiance as it's available. Pop Radiance at the start of a team fight, heal people with Imbue, save your stun to interrupt channeled spells and peel for your carry. Try to get Dazzle off at melee range for extra burst. Use Shatter to reduce enemy armor for your carry.
Just build him like a regular support. Aura items, philstone/shurelia's, etc. He actually uses a Trinity Force quite well due to his very high base AD, but good luck affording one in SR.

Unless you are trying to play hybrid and throw down some damage, don't really worry about attack speed and such. (Yes it helps with his cdr and mana, but you should be a little more focused on helping your allies. I promise they do more damage... or should.)
Easiest way to ensure a win thus far is to start with the stun bottom lane with your main carry. Leave all the minion kills to him and, for the love of god, stun-lock the enemies and get your carry fed. After that it's as simple as following him around the whole game making enemies target you while you heal your carry and let him rip the enemies apart.
Have done this many times, and so often fought the enemy 2v5 (example: Taric and Xin Zhao vs 5), usually giving Xin a penta-kill.
It's pretty easy for me.
