I go 1/14/15, this gives me the best mix of survivability and jungle control. With these masteries you can basically clear the jungle from 1-6 using the superior route with just a vampiric sceptre and never really go below full health (if you really wanted to).
16/0/14 makes you fast-ish and gives you a bit more jungle control - at the disadvantage of survivability.
21/0/9 is also viable-ish, it's the fastest, but gives you less jungle control and survivability in general.

I'll put 21/0/9 as a viable alternative in my guide (yes, if you haven't guessed, I'm writing a guide), but right now I'm just trying to figure out which setup to have in my core build. 1/14/15 has worked well for me in the past (ridiculous sustain), but I'm wondering if 16/0/14 would be more efficient.
