There's not that much HP on that. All your opponent needs to do is buy last whisper/void staff and you'll get blown up.

You don't have enough HP to counter MGC dmg burst either.

If you want HP, buy Sunfire Aegis in the position of Frozen Heart and Frozen Heart later. You build a tank to counter your enemy's.

Or you buy a Giant's Belt before Frozen Heart and build Sunfire Aegis later.

Well, you could also buy an early Heart of Gold and build it into Randuin's Omen. The combination with Frozen Heart and Rylai's Crystal Scepter gives you massive CC.

Frozen Heart is bad if you don't have mana. You're almost wasting 1000gold by buying it on a non-mana champion.

But which way of CDR and CC you should otherwise get? It has massive utillity and survival, all, what a good tank item needs to be worth it to buy.

The mana is only a bonus for mana champions.

CDR isn't all that useful on most energy champions.
Randuin would be the best CDR item for Shen.

Well, this doesn't count for Shen, because he relies on his Shadow Dash and Stand United, two spells with relative long cooldown. This way, you increase his power drastically.

At lategame, Vorpal Blade is not so usefull(only a meh cc item with Rylai's Crystal Scepter). Feint is not very usefull, too.

Well Stand United is Shen's main spell and it doesn't cost any energy. And if you don't overuse your abilities and coordinate your spells you can make great use out of it.
