Try being more active on the forums if you want more people to review it. Alternatively you can always send someone a PM and ask them to look at your guide, no harm in that.

So I've got one positive vote and one negative vote... and I've got no explanation for the negative vote. Come on, people - a negative vote without an explanation is completely useless. This guide is now Comment-to-Vote only until further notice or I hit 20 ratings.

I'm not even sure whether the runes are actually really bad (there are a lot of players who buy mana regen items on Sona, I'd rather fix it with runes than having to spend precious gold on it), I just don't run out of mana that often (I use only the mana regen seals).

Anyway, nice changes, I see you've actually mentioned me a few times :)

Thanks for the feedback, especially this tidbit. For some reason, I thought I was much closer to the CDR cap with the build I had, but apparently I never did the math. It doesn't help that the Guide Editor does not include the CDR stat in the stat calculations it shows. I've edited my guide to grant 39.7% CDR, which should be much better than the miserable 21% that I previously had. -_-
As for the Rune choices - that's probably the least thought-out portion of this guide. Honestly, I haven't had the IP to really customize my Runes as of yet, so I've pretty much relegated myself to my standard Caster Rune page (since I'm too cheap to buy more Rune pages). This section is probably the one that will see the most change over my next few updates.

Overall the guide looks good, you understand the basics of a support well (your team needs you to get Clairvoyance, you shouldn't get minion kills etc.).

Having said that, I think there are still some things you could improve.

First of all the biggest problem I have with this guide is your explanation on why you pick Mercury's Treads and not Ionian Boots of Lucidity.

Buying Ionian Boots of Lucidity will also allow you to keep Philosopher's Stone in your 'inventory' a bit longer (before upgrading it to Shurelya's) which will give you more gold.
Also, Mercury's Treads are nice boots for the tenacity they give, but as you mentioned in your guide it's not really a bad thing if enemies focus you. If the enemy team focuses you, you will die. Getting Mercury's Treads wont change that.
Your team doesn't need you to be able to tank damage and survive, they need you to focus on being able to heal them as often as possible and the fact that you're squishy and easy to kill is something that is a logical result of that.

I would say Aegis of the Legion is not only strongly recommended on Sona but actually part of her core items, it's really great and should really be bought every single game.

I'm also not completely sure about your choice of runes. I think your early game mana problems can really be solved by getting more Mana Potions, I personally start with a Faerie Charm + 2x Sight Ward + Health Potion + 2x Mana Potion.
Getting 3 health potions is really unnecessary imo, not only because I feel enemies generally try to harass the AD carry in lane rather than the support but also because you always heal yourself as well when using Aria of Perseverance.
Late game (after getting Philosopher's Stone) I really don't run out of mana often so getting mana per level quintessences also seems a bit unnecessary to me, I would suggest trying gold/10 quintessences instead. You have mentioned alternatives though so I guess this is just what I would personally choose :)
Note that you actually made a mistake in your rune sections, you list marks, seals, another set of seals (which should be glyphs) and quintessences. Fix that ;)

Overall a good guide though :)

Mostly complete as of 10/20/10. I'm very open to suggestions from your comments, and may even overhaul bits of the guide, if I agree with your arguments enough.
