2. Mundo doesn't have a heal, "halved heal costs" makes no sense.
3. The fact Mundo needs to use HP to kill stuff is a HUGE problem. 10 seconds of killing stuff is 100 health. He has no good building options due to the bad start (especially if they max W, which is suboptimal).
4. Gets really, really low in the jungle. Really. Free kills if the enemy jungler knows what they're doing.
5. Terrible speed if you are against non-******ed junglers and don't keep W on permanently.
6. Barely passable ganks

Well, it was more a joke...
But I think, you will see more Dr. Mundos at top lane. With that changes, he is a pretty good candidate for atrimog's combined with FoN, which deals high damage but takes nearly no damage. Mundo has also one of the best farm potential in the game, even if outlaned. Start with Regrowth Pendant and build a philosopher's stone and Boots, then maybe a Heart of Gold, then Phage, then Ninja Tabi/ Mercury's Treads, then Warmog's Armor. He already has high damage because of the damage steroid and the % damage cleavers. Then you can build Zeal, then Atma's Impaler, then Trinity Force. After that Force of Nature. You can complete the build with Randuin's Omen.

You sounded pretty serious about him being best jungler until someone told you why he isn't good >_>.
