First things first,
I prefer the Berserker's greaves, but I'll go test out Ionian boots of lucidity more after this to see which is better.
Also it appears that your ezreal build might have been fragged.
Like Mastarwe said, I prefer Last whisper as it is cheaper, and it doesn't require the 3 hits to get it going. I have a lot of starting Armor Pen also, so It actually does help.
I'll go try out all of your suggestions in later games before i implement them into the guide.

However, the bad news is all below (Sorry if its strict, just trying to make sure you know whats wrong):
Several things don't make sense to me. First off, you have a point in
Mystic Shot cannot crit.
When hitting an enemy with Mystic Shot, all your abilities, including itself, will have their cooldown reduced.
God finally I'm done typing. Take a look at my guide if you need pointers, you can evewn PM me and I'll share the coding with you (Not so you can copy it, but so you can learn from it). I'm not going to down vote you because I feel as though you are a decent person and that you will probably, given you actually read this, clean up your mistakes in a few days.
My typing got sloppy near the end :/ not gonna fix it.

LW is usually better then BC because of the fact that BC needs 3 hits to reach it's max. As a carry you're also going for whatever you can hit safely, which in most cases are the tanky champions in the front. (and later on the others will get killed earlier). The guide seems to not realise how ArmPen works. Armor first get's reduced by flat armorpen, and only afterwards it'll take the %armpen into the calculation. So with a lot of armpen from runes the %armpen will be worth less. I'd instead go for AD runes, making your earlygame a lot better (15 AD is a lot).
Movementspeed certainly helps. Since a lot of tanky dps (those who will try to go for you) are going with a triforce themselves they'll be a tiny bit faster then you (when not using arcane shift). You'll have to outrun them in some way (and with gapclosers on everyone your shift won't help that much). You'll also AA while it's safe, making critt and attackspeed (even though you already get it from the passive) not fully wasted.
