~1500-1600 still learning, but getting there.
~1700's bad players that got carried and players that are earning their elo: have potential for high elo.
~1800-1900's still has a mix of bad players, but I'd say 85% of them deserve to be there as great players.
~2000+ considered to be the top of the LoL community as the best, make up less then 1% of players, and earned their place there.
~2200+ the best of the 1% AKA 'Pros'

It's people like this that systematically prove that ELO =/= skill. Support Udyr and push dual zeal and last whisper ashe duo queue **** blocking me from 1500. How they even made it past 1200 elo is beyond me. I went from 4/1/2 at the 20 minute mark to my end game score just because udyr kept roaming jungle by himself (didn't even spam bear stand to get away, he just spammed phoenix and turtle) and our ashe pushing attack speed over damage. The enemy team almost surrendered at 20 with 3 votes to 0 because of how much *** me and twilight sparkle were kicking (same with our wu). So yeah, ELO don't mean **** to me anymore >:/
