So yeah, the point of the OP was to make a list of the best champions available. While you may think that it's champions like Tryndamere or Karthus, I think that crowd control will remain dominant.
1. LeBlanc (spammable silence and amazing burst damage, permanent getaway with Distortion spam, permanent stun-lock with Ethereal Chains)
2. Soraka (Spammable global heal, ability to keep her mana and teammates's mana up permanently with her E, decent heal and armor buff, infinite silence with E, decent nuke and magic resist reduction with her Q)
3. Teemo (Only character at this point that can blind-lock carries - other than that, he doesn't gain much but benefits greatly from Nashor's Tooth as an item)
4. Olaf (Permanent Ragnarok means disables won't work on him, he can spike down a caster in no time while keeping his health at around 50% with his life-steal and Soraka's heals. Reckless Swing stops those people spamming Frozen Heart/Randuin's Omen)
5. Twisted Fate (Insane mobility, very nice stun-lock with Pick a Card)

Mundo would be weird as hell to play against. Impossible to make him stop moving and spam cleavers. He already does well with a Spirit Visage which gives a bit of cooldown, anyways so I think he may be pretty dominant.
Maybe even Blitz, Spam pull please, and if the cooldown had no cap everyone would be too busy getting frozen hearts and whatnot instead of something like a banshee's veil.
