But if you think about it, other champions can farm just as well. Tryndamere rushes in and Spinning Slashes the entire spawn to death, Bloodlusts back the health he lost, repeats, runs to a tower, and spams Undying Rage.
Oh, btw, it'd be very difficult to get 100% CDR at level 6 considering that you'd need like 4 Nashor's Tooths...
I imagine that in this type of game, crowd control would be extremely dominant.

Oh god Trynd, forgot about him. Hmm, this is very interesting becuase if trynd does give up all of his AD for cooldowns, he probably won't be doing much damage unless he's stacked full of Youmuu's. It'd be a ridiculous metagame but an interesting one all at once.







The thing is, Karthus can't possibly out-damage Soraka's heal what with the channel time on Requiem. Champions with slower ultimates have a disadvantage, in my opinion.
Alistar would be REALLY annoying to play against. Permanent 75% damage reduction, and he can keep ground-smashing to stun-lock you...

Consider that a Karthus sitting at spawn cannot possibly outdamage a Soraka in lane. Soraka can keep her mana up infinitely with her E and can give the team a global heal with her R - this heal is faster than Karthus's ult casting time.
Honestly, a lot of champions that seem overpowered actually are not when it gets down right to it. Tryndamere may have an infinite ultimate, but Teemo can blind him perpetually while Soraka silences him until his ult wears off. Then he's dead.
So yeah, just broaden your mind to the possibilities and the idea of Karthus sitting at base spamming his R really isn't as good as some of the other options out there.

Rules
1. Any item providing cooldown reduction is not unique for the cooldown reduction itself. I.E.:
2. The cooldown reduction cap for champion abilities is now at 100% cooldown reduction, or an instant recharge.
3. Summoner spells are still limited to 40% cooldown reduction. Otherwise think about teams spamming Heal and Clarity, or Flash or Exhaust for that matter. Fortify makes all your towers invincible.
4. The death timer has been reduced from 10 seconds at level 1, adding an additional second for every level-up, capping at 28 seconds at level 18.
5. Inhibitor turrets are invincible until at least 8 characters have reached level 18.
6. Inhibitor and Nexus turrets have been incredibly buffed to deal a lot more damage and have higher health regeneration.

Consider this metagame, where as soon as you reach an incredibly high cooldown reduction rate, the game goes crazy - Ashe fires off Enchanted Crystal arrows everywhere, Karthus is spamming Requiem, Tryndamere doesn't die EVER, etc.
What champions would be top-tier? What strategies would you use, going into a game like this? How even would most matches be?
