C2V causes way more upvotes than downvotes. It basically gives you a 20 vote buffer where you're much more likely to get upvotes than downvotes. If you were here when C2V was on permanently you would have seen that scores got way inflated, there were tons of guides over 90% and people were scared to downvote if they had a guide since they'd get revenge downvoted. The current 20 vote C2V system was basically a compromise between no C2V and permanent C2V, but of course it's not perfect either and now people are still complaining about troll votes. Personally, I would love to go back to now C2V at all. ;P

The problem with the guides is, that there are a lot of awful players (permanently sub 1.2k) who post up guides and insint on their opinion while downvoting any1 that thinks differently...
I remember that one time where my nasusguide got downvoted hard because i didnt go full dps and built tank items first while some of the guys actually downvoting me just had some i-edge bt lw nasusguides online...
What is the point in insisting on your opinion if there are alot of higher skilled people out there trying to share some of their knowledge?
I stopped looking at the guidesection at all since there is hardly anything new to learn on this site (and if there is, there is no way to find it) outside of the forums.
As a result i created my own blog, where people are allowed to comment and guestblog but in the end my content is up there! I dont mind it having low views (even tho i wished i got more) as long as the few people who check it out enjoy what they read/watch.
So i was thinking of making a generic gp10 guide for midlane since ive had great success with gp10 mid but i refrained from doing that because i knew the guide's rating would be superlow.
The only unusual builds you are "allowed" to post on this sites are FULL DAMAGE builds.

who's to say that you're a good player or that you know best? There are awful players at all elo's. I had a teammate who was 1750 elo and I wasn't impressed at all, I'm sure I wouldn't be impressed with your gameplay either to be honest.
No the real problem is people put way to much emphasis on elo and people who place care about guide score. If you produce a good guide that you're proud of then who cares about the score? Honestly I'm quite glad you didn't write a guide.

A few suggestions:
1) Restrict voting for guides to accounts that have 25+ posts.
2) Pending votes that have to be approved by an objective party (i.e mods, scouts, vets) silently, meaning that the voter is unaware of this process. Comment to vote obviously needs to be enabled for this to work.
