Warden's Mail, etc., you could just lower the effect but make it happen anytime.

Amumu and Fiddlesticks don't need red, just as an example.
In the case that you are the tank wanting Mallet, go for it. Your primary role is to absorb damage while CCing enemies anyway.
There are plenty of champions that don't even need an extra slow (such as Skarner, Ashe, Nunu, Riven, Nautilus, etc...)

If they buff Phage it would make the Wits End+Phage combo even stronger than it is now.
One of the best early game strats for Bruisers is to rush Phage--->Boots--->Wits End, the combo does amazing mid game damage output. Not only that, but the randomness on Phage is helped with Wits End. You grab the "okay" damage on Phage and couple the random slow with amazing attack speed *AND* the magic damage per hit...ITS LIKE BRUISER HEAVEN!! Shyvana and Udyr are awesome with it =D

But seriously.. sometimes this is just ridicolous..
You never know if you can trade with this guy cuz of a stupid item with stupidly ******ed rng... 20% chance to hit, after 3 hits that's 51% chance that you're not slowed and thusly will have won the trade, in theory every 4th hit is a probable slow yet i don't know if this will happen, nor do i know if i can dive the bastard.
Buying a randuin's makes the whole lane into a puzzle where the lucky guy will probably win the trades, just like 1% crit, just like dodge, hell i'd even say warden's is more of a problem than dodge.
Phage is the lesser of the rng's grantes but it's still irritating when the enemy gets away after 5 non-slow hits.
