Matt mentioned something about "Vote Decay" in my "force archive outdated guides" thread, so he and Flash may be trying to work something out with older votes.
There's no way to manage something like this, and quite frankly it's not terribly important or urgent that it happens in my opinion.

Currently, with how voting works right now, it's not easy getting to a high percentage. However, what if the person who owns the guide, has a high percentage and keeps everything up to date? You then get a person who is the top guide for months and months with an 89% score or something, and ten downvotes on it would bring it down 1%.
What if someone else then released a guide for the same exact champion, and it was better? For one, it wouldn't really get looked at, and secondly, it would most likely never surpass the current number 1 guide; simply because of inflated scores. Thus, the "best" guide would not really be the "best", but would still be at the top. The true better guide would then be forced to take the number 2 slot, and get less views.
My question to everyone is, what should we do? We obviously want the best guides (information, most aesthetically pleasing, easy to read, very useful) to be at the top. However, if a guide is the best for it's time, and gets an inflated score of around 93% with 500 votes, pretty much nobody would be able to surpass that.
I know that there are some guides out there that are up to date, but they may not be the best, most consistent build/guide. However, it's been voted on so much, that even if it got downvoted, nothing would happen. All it takes is 1 or 2 downvotes on a new guide to take it down 6%~, but it takes about 40 downvotes or something to take down a guide with 500 votes.
Basically, I'd like for it to be possible for newer guides to surpass really old ones in score, especially if they are better in quality.
