Compared to other passives, its pretty good.
Its pretty good 1v1 as well, because most of the time 1v1 happens in the early stages, so 4 Armor/Mres is like a ~5% damage reduction.

Now we've had that, let's get to work. Yeah I think Wukong's passive is pretty ****py and loses it's value as soon you get a decent amount of resistances from the items you buy on him. They should make it a percentage imo. like 1/2/3 % dmg reduction for each nearby enemy champion.

I like GrandmasterD's idea of a percent damage reduction a ton. At level 18, with 5 champions on you you'd receive 15% damage reduction. Sounds like a fair amount for a tanky DPS.

Wukongs passive isn't his strength at all.

Isn't it so that skills need to be seen as part of whole of the character? I would reckon an overall strong champion could get a lesser passive to balance him out, or the other way around. Do you think Wukong as a champion isn't balanced (underpowered) in his current condition? I'm not an expert on him, I do own him but so far haven't played him much. I have seen him picked a few times though, and generally he does well (could also just be high summoner skill, but still).
Having said that, I must admit I find his passive on itself pretty boring. Maybe in early game it could be useful, especially with 2 enemies in lane. But in late game ppl walk around with 100+ armr/mres, even without buying a lot of defensive items. Granted, if you have NO defensive bonuses whatsoever on lv 18 Wukong, then 40 def is very high, but most ppl buy one or two defense items, or get them from buying items like
Atma's Impaler, Mercury's Threads and
Maw of Malmortius. Plus the defensive bonus only gets good with lots of ppl around. If you get in a 1v1 in mid/end game (it happens), you still only get a lousy 8 defense. So basically in teamfight the added defense is useful, and maybe also in early game be4 you get any other source of defensive boost, but imo the rest of the time it's fairly useless.
So in conclusion: no I don't think Wukong's passive
Stone Skin is a strong passive. But I don't think it needs a buff because Wukong is imo balanced as it is. I simply see his passive as a little extra to an already strong champion.
As for better scaling his skill: if you agree that Wukong is already a powerful enough champion, then scaling would be done without him improving in general. So that would mean lower bonus in early game, and higher in end game. Do you really want that? From what I know, Wukong is weak in early game, and can become very powerful in mid/end. So not scaling much is a much needed blessing for early game Wukong.

Wukong make the tiny bit of resistances from his passive close to nothing.
If you only look at the gold value of the ability: is 1400 gold so bad? I play Morganna, and most guides say her passive
Soul Siphon is great, but when you think about it in terms of items, it's a hextech revolver with more spell vamp but no AP benefits, and
Hextech Revolver is only worth 1200 gold. But despite the "low gold value" of her passive, I still think it improves her play greatly :D
