I often build Blitzcrank like this but I think that it's not viable for all tanks like Nasus because it lacks of defensive stats like health and magic resist. I'd say there are always many options to build each champ and that is one of them.

Yes, taking the example of Lee Sin. Tear of the Goddess would be stupid. it's there for the fun of it, basically. I really was looking for a serious take on Irelia or Udyr.
Until manamune lets you shoot laser beams from your eyes that deal % health true damage it won't be worth it.
Even on "mana hungry" champs, the pay off is not worth the cost.
1650g you can get BF sword which is 45 AD.
For 2200g you get Manamune which when fully stacked is 47 AD barring additional mana sources. You're paying 550g more for an additional 2 AD...2 AD you can only acquire after spamming abilities. The estimated for 4 mana every 3 seconds. (Assuming your spells were always 3 seconds apart) it would take 12.5 minutes of straight spamming to fully stack it. In game time assuming you aren't always spamming it's closer to ~25 minutes to fully stack. (If my math was correct)
2200g is roughly 100 minions.
Getting double doran's is 950g for 20 AD, 6% life steal, 160 HP.
BF Sword+ Vamp Scepter is 45 AD+10% life steal that is 2100g.
Both combinations are more likely to keep your damage and survivability higher than manamune in lane.
Is that a good enough explanation as to why a mana build can not be as effective as the current ADC meta build?
As for mana on Ryze, his damage is directly modified by his maximum mana throug abilities. That is why AA/FH/other mana items, are extremely worthwhile on him.

Since there are not many options, probably there may be a hard time to find the utility you really need and might take a bit of time to be really effective.
