Bear in mind I don't have the time or patience to read through 9 pages of comments so please bear with me if I'm redundant. ^_^ I'm going to start from the top and work my way down with anything that I notice.
First off, love the coding. It's not perfect, but damn is it sexy. I want it, in inappropriate ways.
Have you considered starting with

The minimized tabs for the abilities (no idea what they're called) are cool and all, but unnecessary. Best reserved for larger walls of text that the minority of readers might want to read. Speaking of.. how do you do that coding? ^_^ It would be -really- helpful in my quick ref guide. :D
Alternatively, you could keep that ability info present and shown by default (like the description is), but use the minimized code area/section to instead house a mini-strategy and subnotes section on those abilities. (eg: Tips for landing a good E. Places that your E can reach over walls to catch somebody offguard. Using your Q to counter a Galio ult. The fine art of landing her ult and when to use it. etc.)
I recommend a different skilling order. R > W > .. I agree with, but I think it might be better off levelling Q and E so that they keep similar cooldowns. This will help keep your combo consistent, and in the case of teamfights will help you to essentially 'dash/stun' around an extended fight, rather than Q and E at random intervals.
May also be worth mentioning general lane strategy. For example knowing when to pressure and when not to, when to engage and when to. Personally I prefer to wait for a chance to capitalize and get a solid trade. If there's a kill in sight blow the exhaust and take it, and if not back off and wait for combo to refresh before going back for more.

I found that Faerie charm/regrowth start limit your ability to be early aggressive. Leona absolutely has 0 mana issues and sustain can be gained from health potions; not to mention that it is crazy expensive as a starting item. I consider Cloth and boots as the best ways; other ways work but are inferior.
Regarding
The tabs are going to be extended in the same way as in my Draven guide. They might be a bit redundant but they don't take up too much space. (Send me a PM if you have specific questions regarding bbcoding)
I wouldn't skill them so they have similar cool downs. I consider a lower cool down stun much more effective than a low cool down dash. The dash should be used once, maybe twice in a teamfight. The stun is valuable no matter the situation.
I could add some more strategy on laning but not sure if that's necessary. Thanks for the tips though.

If you're going to spend +2,5K gold on a tank item you might as well add 300-500 gold and get something really expensive (Rylai's is only 330 gold more expensive than FH).
I just think FH is outdone by Randuin's and I don't see any case where I would prefer FH over Randuin's. With BV and FoN I feel pretty much the same way. That's why I suggested other items besides those 2, because you're probably going to get Randuin's and BV anyway if you get the gold for them.
btw, Soul Shroud is quite similar to Zeke's. The only real advantage Zeke's has is that it has better synergy with auto attack based AD carries, but there are plenty of poke champs these days that prefer to poke down opponents before going in for the kill, not to mention the rest of your team might benefit more from CDR than they would from lifesteal and AS. I agree it probably isn't worth it in most games, but I wouldn't call it terrible compared to Zeke's. As for Leona, she only loses 5% CDR and gains 270 HP compared to Zeke's, the other stats (of both items) are a waste on her anyway.
Looks like a great guide to me and I will definitely by trying some things you do here.
However I do have a comment about the "Tank" items. You should try putting some big HP items in there because Leona has plenty of resistances with the core alone + her W. With ~170 mres and armor (with W active) as a support tank I think you got more than enough resistances and HP would be far more beneficial.
I think Frozen Mallet or Rylai's might be nice if you're doing well, your core is complete and you're still swimming in gold after buying a stack of wards and an Oracle. Or maybe a Sunfire Cape for a little damage or a Soul Shroud if you have a poke-y team that'll benefit from the mana and CDR.
At least in my opinion FoN and FH aren't that good choices if you get so far in a game that you could afford a tank item.

You are saying that FH and FoN aren't good because they are expensive yet you come with FM and Rylai's which are even more expensive? That just doesn't add up. Both are pretty great tank items, especially FH if no one else on your team gets it.

Leona too stronk, you should really got HoG before phil stone. You're not a poker, you don't really need the mana regen - when you go in. You go in for good.
