Khazem: As I am often one of the last people to pick (I try and allow everyone to take the roles they want), there isn't much time for me to be fiddling around with mastery pages. For the sake of convenience it's easier to have generic pages preset.
In a ranked game, I may rearrange a mastery page, but often it's not likely as I know what each mastery page contains and I can just pick which will work the best.
