Additionally, I'd like to start the camps with Volatile Spiderling to speed up my jungle. So IMO blue is really important to her.

Blue is important until you build your first couple of items. Elise can easily forfeit blue and be a great jungler.
Through so much PBE testing and ranked play with Elise, I have learned that she is definitely not a Philo+HoG jungler but instead works better on double doran's rings and attack speed runes with 0/21/9 masteries. Following the rings up with MR boots and Rylai's gives her added tankiness for ganks and pushing. After Rylai's I build Abyssal then Rabadons. Elise can snowball very easily with a couple of good ganks but she definitely relies on the laner to get aggressive right before you get in position. When ganking I find that human form is the greatest initiator. If you EWQRQW you open up with a massive chunk of their health missing then you become a straight bruiser.

Even if her AP ratios suck, with a full build using Rylais, Dorans, Abyssal and Rabadons, your spider Q decimates their health again after a full EWQRW combo from human form. Full build on 0/21/9 and an AS rune page gives a total of 9% extra damage based off their missing health from the Q.
From all of my games and builds she comes extremely close to requiring Rylais to live so I definitely consider that a heavy core item.

Her Q is two percentage life damage moves with absolutely horrible scaling, and really good base damage.
Her W has a flat 10 second CD, and has an 80% ap ratio, and she gets ONE HUNDRED AND FOURTY PERCENT ATTACK SPEED, or .875 additional attack speed.
Her E is a 0 damage stun, and a gap closer with a reveal and a 2 second invulnerability that has no damage.
Her R just transforms her from form to form with a 4 second CD, she gets free mr/armor for being in spider form.
So, she has almost no scaling, and its all on a super long CD AoE non-instant cast, non-clickable move. Then she gets 140% attack speed from her W and has two percentage damage moves. Her E does no damage, and is pure utility.
I think she would make a really strong top laner, maxing R>W>Q>E getting a point in E when your jungler ganks, and just poking to get spiderlings, and then going in with spider form to do a bunch of burst damage.
She should ultimately build pretty much like a bruiser.

Spider form requires 0 mana. You jungle in spider form. Therefore, you don't need blue to jungle.
You need blue for the cooldown reduction specifically. I couldn't last in the jungle for too long because the minions started getting extra health after I got invaded and gave up First Blood. And I really needed to have her Skittering Frenzy up in order to last longer in the jungle.
