I would feel a little bad after doing this a few times, but that's OK. After all, guides that deserve being higher should have the chance of being there.
I feel like this site should have a few people that just look on popular guides on a daily basis and the purpose of this club is... well, the same.
There should also be at least one featured guide for each champ. Real.

The General Rules and Guidelines state...
Each member is expected to vote in good faith and without bias casting a single vote on any active build on the site. Working around site fail safes, bribing, falsifying, blackmailing or otherwise "fixing" voting on any build, comment, champion or other content is strictly forbidden. You get 1 vote and 1 vote only, use it wisely.

I don't know how I feel about this. On the one hand, voting needs to remain in the hands of the individual, without multiple votes being absorbed by one person. As the leader of this club, you can't simply use other people as your pawns to vote as you tell them to. It needs to be their choice.
On the other hand, there's nothing stopping people from talking about guides, especially top rated guides, that need to be downvoted or spreading the word about good upcoming guides. Spreading the word keeps the voter's decision to vote or not in their own hands, which is in accordance with site rules on voting.
I think if you want to make an impact on guide scores as a group, it needs to be a collaborative effort and not a hierarchical one. This can't be "throatslasher sends his 30 minions to downvote the top anivia guide." It needs to be "throatslasher tells people about a bad, top-rated guide and people decide to downvote it."
Also I think it's a really good idea that you're planning to speak to the author of the bad guide first before downvoting. Some authors of top-rated guides just don't know what to improve about it because sheep voters don't tell them.

Let me tell you how to do this: in the OP you do a list, with all the bad top rated guides. And the one to replace it with besides it. That would leave the choice in the users hand and would be really easy.
